Special Education
Services
Special education means specially designed instruction, at no cost to the parents, to meet the unique needs of a child with a disability, including instruction conducted in the classroom, in the home, in hospitals and institutions, and in other settings; and instruction in physical education.
The term includes each of the following, if it meets the definition of specially designed instruction:
Speech-language pathology services, or any other related service, if the service is considered special education rather than a related service under State standards;
Travel training; and,
Vocational education.
No cost means that all specially designed instruction is provided without charge, but does not preclude incidental fees that are normally charged to non-disabled students or their parents as a part of the regular education program.
Physical education means the development of physical and motor fitness,fundamental motor skills and patterns, and skills in aquatics, dance, and individual and group games and sports (including intramural and lifetime sports), and includes special physical education, adapted physical education, movement education, and motor development.
Specially designed instruction means adapting, as appropriate, to the needs of an eligible child, the content, methodology, or delivery of instruction to address the unique needs of the child that result from the child's disability, and to ensure access of the child to the general curriculum, so that he or she can meet the educational standards within the jurisdiction of the public agency that apply to all children.
Travel training means providing instruction, as appropriate, to children with significant cognitive disabilities, and any other children with disabilities who require this instruction, to enable them to develop an awareness of the environment in which they live, and learn the skills necessary to move effectively and safely from place to place within that environment (e.g., in school, in the home, at work, and in the community).
Vocational education means organized educational programs that are directly related to the preparation of individuals for paid or unpaid employment, or for additional preparation for a career requiring other than a baccalaureate or advanced degree.
Related services means transportation and such developmental, corrective, and other supportive services as are required to assist a child with a disability to benefit from special education and includes speech pathology and audiology services, psychological services, physical and occupational therapy, recreation, including therapeutic recreation, early identification and assessment of disabilities in children, counseling services, including rehabilitation counseling, orientation and mobility services, and medical services for diagnostic or evaluation purposes, school health services, social work services in schools, and parent counseling and training.

Special Education
Homebound Information
The McDonald County R-1 School District offers homebound instruction to students who are ill, or due to a defined medical condition, unable to attend school for an extended period of time. Upon approval of a properly submitted application, homebound instruction can be provided to:

1. Any child with a health or physical condition which in the opinion of a licensed medical examiner will cause him or her to be absent from school for an extended period of time, plus determination by school personnel that the child can educationally benefit from such a program.

2. Any child whose educational needs, as determined and reviewed in a multidisciplinary staff conference, are most appropriately and effectively met by such a program.

The Homebound Application must be from the student’s physician and it must describe the nature of the illness or condition, which prevents or will prevent the student from having regular attendance. Upon request, blank applications can be obtained at any of the schools within the district.
The application must include a start date and a projected end date of the homebound instructional period. The Director of Student Services will determine final approval.
The application can be renewed beyond the projected end date if the condition warrants. Request for extended instructional services must be requested in writing and must be from the student’s physician. The Director of Student Services will make final approval for extended services.
The amount of instruction or supportive service provided through the home and homebound program will be determined in relation to each child's educational needs, and his or her physical and mental health. However, homebound instruction is not intended to exceed two hours per day per discipline for a maximum of five to six hours per week for secondary level students and a maximum of five hours per week for elementary level students.
It is necessary for the parents/guardians of the student to arrange a suitable place in the home for homebound instruction.
HOMEBOUND PROCESS
Student Services office will be responsible for designating homebound instructors. We suggest, however, that the principals create a pool of homebound instructors at the beginning of the school year to assist in finding appropriate personnel when it is needed.
Homebound Instructor makes contact with parent guardian within two school days to coordinate home visit within a week of notification.
Principal / Case Manager / Counselor will obtain the student’s schedule of classes for the homebound instructor.
For Special Education Students, class schedule will be reflective of what the IEP team determined necessary in order for the student to access his/her curriculum and to continue to make progress on their current IEP.
Principal / Case Manager / Counselor contacts classroom teachers for the assignments by providing a Homebound Instruction Assignment Folder.
Homebound Instruction Assignment Folder will include and will be used as follows:
Folder will have Class Schedule
Assignments for a one or two week instructional period in the targeted classes (determined by IEP or Educational Personnel.)
Special Considerations and instructions as appropriate
Each student will have two Assignment Folders. One will have current assignments arranged to be returned to the teachers of report within a designated timeframe (One Week or Two Weeks).
Homebound Instructor on target date will return “folder” to the Principal / Case Manager / Counselor.
Principal / Case Manager / Counselor will have the next round of assignments ready for pick-up on the same date.
Principal / Case Manager / Counselor will distribute folder to appropriate teachers of report to ensure that grades are given on turned in assignments.
This process repeats as necessary.

Special Education
Surrogate Parent Information
The IDEA charges each public education agency with the responsibility to ensure that the rights of children with disabilities are protected. Among those rights is the provision of a surrogate parent to those children whose parent or guardian are unknown or unavailable, or the child has been committed to the custody of a public agency or institution in accordance with section 211.181, RSMo. The surrogate parent is assigned to protect the student's rights and to act as the student's advocate in the educational decision-making process.
The major responsibilities of a surrogate parent include:
Knowing the child well enough to represent the child's strengths, interests, and needs in educational planning, and learning as much as possible about the child's educational history
Signing requests from the education provider for an educational evaluation when appropriate
Participating in Individual Education Plan (IEP) meetings, and parent/school conferences
Receiving and reviewing an updated copy of the student's educational records and protecting the confidentiality of such records
Giving written consent for education placement when appropriate
Monitoring the child's education placement
Representing the child in any complaint or due process procedure initiated whether by the education provider or the surrogate parent

Parent's Bill of Rights
The McDonald County R-1 School District will provide the Special Education Bill of Rights to parents when a child is determined eligible for special education services or when an initial Individualized Education Program (IEP) is developed and whenever the Procedural Safeguards Notice is provided to parents. For the purposes of implementing provisions of the Individuals with Disabilities Education Act (IDEA), the McDonald County R-1 School District assures that it will comply with all of the policies and procedures that were approved as part of the district’s most recent prior year compliance plan under Part B of the IDEA.The McDonald County R-1 School District, on July 1, 2004, adopted the Missouri State Plan for Special Education as its Local Model Compliance Plan. McDonald County R-1 School District Special Education Department strives to improve educational performance and life skills of all students with disabilities through appropriate involvement with their peers in the academic setting and involvement within the community. A+ Program Web Site
Graduates of designated A+ schools who successfully complete the requirements of the program may be eligible to receive two years of free tuition to a designated public community college, vocational or technical institution in Missouri. All funds are subject to Missouri General Assembly allocating monies for the A+ Program.
The purpose of this web page is to provide students, parents and staff with information about the guidelines and policies of the A+ Program in the McDonald County R-I School District. It is the responsibility of the school to ensure that designation is achieved and maintained. It is the responsibility of students and parents to read, understand and comply with program requirements. Any questions regarding the A+ program can be directed to the A+ Coordinator or Administrative Assistant.
Goals of the A+ Program
- All Students will graduate from high school
- All students will complete high school studies that are challenging and that have identified learning expectations.
- All students will proceed from high school graduation to college, post-secondary vocational or technical school or a high wage job with opportunities for workplace skill development.
Participation Requirements
- The high school from which the student graduates must meet and maintain all the requirements for A+ schools designation.
- State funding must be available. As with any State program, the A+ Schools Program is subject to the political process of sustaining and maintaining a budget.
- The student must meet all the criteria outlined in the A+ Schools Program and the participation agreement in which the student and parent/guardian will sign.
Eligibility
To be eligible for the A+ tuition benefit, students must be certified by the high school. To qualify for certification, students must sign an A+ agreement and successfully complete the following requirements:
- Attend an A+ designated school for three consecutive years prior to graduation.
- Graduate with a cumulative GPA of 2.5 on a 4.0 scale.
- Graduate with a minimum 95% ADA (Average Daily Attendance).
- Perform 50 hours of unpaid tutoring or mentoring to other students in the district.
- Model good citizenship at school and in the community.
- Avoid the use of illegal drugs and alcohol.
- Register with the selective service, if applicable.
- Apply for non-repayable federal tuition assistance by completing a FAFSA (Free Application for Federal Student Aid).
To maintain eligibility, each participating student must, during the 4 year period of incentive availability:
- Enroll and attend on a FULL TIME basis a Missouri public community college or technical school.
- Maintain a GPA of 2-5 or higher while attending the post-secondary school.
- Apply for any non-repayable federal tuition assistance before requesting A+ Student Financial Incentive by filling out the FAFSA (Free Application for Federal Financial Aid) EACH YEAR the student is enrolled.

A+ Recognition Scholarships
Although the A+ program only pays tuition for Missouri Community College or Vocational/Technical school, there are some four year colleges that have their own scholarships based on students participating in the A+ program. The financial incentives offered by four-year institutions are not part or the A+ Program, they are simply based on being A+ certified. Contact the individual college to ask questions or to inquire about A+ Scholarships and Awards they may offer.
